Sardana Moved To GitHub

The third-party controllers and macros, to which the old "rules" apply until further notice, were excluded from this process.

Main changes:

• The old SourceForge Project page is now considered obsolete.
• The official source code repository is now: https://github.com/sardana-org/sardana.git
• The bugs and feature requests should now be reported as GitHub issues
• The code contribution rules changed. They are described in the CONTRIBUTING.md file
